On 31 January 2005, Joyce Hens Green, the federal district judge for the District of Columbia who was coordinating the many habeas corpus cases before the U.S. district court after Hamdi v. Rumsfeld, ruled that the Combatant Status Review Tribunals (CSRT), held to determine whether prisoners in Guantánamo were enemy combatants, were unconstitutional.
